今日は5６年前に悲しきジラード事件が起こった日です。
5６years ago from today, on January 30th 1957, the Girard incident, a tragedy occurred

1957年年1月30日、群馬県相馬が原で、立ち入り禁止区域のアメリカ軍射撃練習で出る薬莢を拾っていた日本人主婦がいました。当時の日本はまだまだ貧しく射撃演習場ででる鉄くずを拾って生活していた基地周辺の人々が多くいました。彼女の背後からジラード特務二等兵が「ママさん大丈夫？」と呼び寄せ10メートルの距離から発砲し、主婦は即死しました。
On this day, Naka Wakai, a Japanese housewife, was shot by an American　soldier, William S. Girard in Soumagahara, Gunma, Japan.
She died on the spot.　Japanese economic conditions were still poor at that time.
So Japanese citizens in the neighborhood of the shooting range for American　military bases gathered to collect bullet shells to earn money by selling　these shells as scraps of metal.
However the area they gathered the bullet shells was a restricted area.　The people in Japan were still poor and had no choice but to enter this　area to survive.
Naka Wakai was one of those people.
Girard found her and called to her saying "Are you okay?",　but then fired his gun at her from a distance of 10 meters.　　She died instantaneously.


最初米軍は日米協定をもとに米軍に裁判権があると主張しましたが大東亜戦争敗戦後、虫けらのごとく日本人の命をみなす米兵の諸行為に業を煮やしていた日本の世論は「明白な殺人行為にまで治外法権を認めなければならないのか！」と沸騰しました。
Initially, the US Army insisted that the jurisdiction was granted to them　on the basis of SOFA.
Japanese frustration towards the US Army's brutality had been increasing　after the end of the Greater East Asia War.
The public exploded with anger "How would we yield extraterritorial　jurisdiction over such an evident murder!".


米国に住むジラードの家族が「裁判はアメリカでやるべきだ」と訴えを起こしましたが結局、ジラードは、日本で傷害致死罪で起訴されました。しかし懲役3年．執行猶予4年の有罪判決を受けただけでした。これに対しては日本の検察側は控訴せず、ジラードは米軍を不名誉除隊した後、日本人女性と結婚し米国に帰国しました。　 この主婦の遺族に支払われた米軍からの見舞金はわずか62万円でした。
Girard's family also went to court to claim the trial should be held in　the US.
But, finally, Girard was accused of inflicting bodily injury resulting in　death. He was judged guilty and sentenced 3 years in prison with a　probation of 4 years.


その後も日本の各地で同様の事件はおこり1958年の時点で駐留米軍による日本人の被害件数は正式に届けられたものだけでも9998件にも及んでいます。
Similar incidents have occurred continuously across Japan, where official　 claims reached 9998 as of 1958.

被占領国家の辛酸は加害国は都合が悪いから、そして被害国は屈辱のため　各々の国が忘れ去ろうと します。

The occupying forces　tries to forget the hardship of the nation that they occupied because it is disreputable.
And, the affected country tries to forget the hardship for disgrace.

5６年前の駐留米軍による狼藉行為の結果一命を失われた坂井なかさんのご冥福をここにお祈りします。
I send my deepest condolences to Naka Sakai, who lost her life to the violent acts of Girard.
